#. Fixed displaying weight/amount of looted items
#. Changed rules for obtaining "citizenship": now every newcomer can pay either 100 AWD or 50 P.Notes to get citizenship
#. Every new citizen can leave Quarantine Zone only via "Noobot"-way
#. Every single player (including current citizens) can get their 100 P.Notes from Warrant Officer
#. Updated text for dialogs on most of the officers to reflect P.Notes and registration changes
